Next stage in approval process for Shell Cove Development

A concept plan for the land area around a major boatharbour has been lodged with the NSW Department of Planning, as part of the next approval stage for the $1.3 billion Shell Cove development, south of Sydney.

The Shell Cove residential, tourism and employment project already houses 3,000 residents and includes a championship-standard golf course and clubhouse, community parks and wetlands, and facilities including a public school and community centre. It's being developed jointly by Shellharbour City Council and its Project Manager, Australand.

The concept plan provides a framework for the development and land uses surrounding the boatharbour, an area covering approximately 100 hectares. It includes a vibrant town centre featuring housing, retail stores, cafes and a hotel, along with a business park precinct and public open space.

Because the development is deemed a "major project" under NSW government legislation, the Minister for Planning is the approval authority.

Shellharbour City Council Administrator David Jesson said he welcomed the formal assessment of the concept plan as the next stage of the process in moving forward with the boatharbour precinct, with all necessary approvals already in place for the harbour itself.

"This is an expected and normal part of the process, and another opportunity for the community to have input into the planning of this significant development," he said.

“Research estimates the total project will bring a net present value of $1.3 billion
to our region over a 20 year period, with the boatharbour precinct development valued at $463 million. Studies have also been undertaken into the project’s impact on Aboriginal heritage, flood impact, water quality, climate change, traffic and economic and social impact.”

While early preparatory work and stockpiling of materials has commenced, Mr Jesson said the development partners are committed to getting the boatharbour project off the ground and running as soon as possible.

“The boatharbour project will improve facilities and employment opportunities for the entire Shellharbour community," said Mr Jesson.

The concept plan has been on public display and will now be considered by the Department.
